I Cannot Hear You Gesture

It can be used if you did not hear the last thing said, but it can also be done to excite a crowd's cheering or chants.◦

People using it in reference with actually not hearing will most likely turn there head slightly and lean forward.

A good thing to look for if you fear deception.
I find people use the phrase " sorry i didn’t quite get that" (or similar) as a way of deflecting the question in order for them to prepare a lie.

If you find the above present or a slight subconscious gesture to their ear similar to the photograph, they might not of heard you properly.
