Yea I think he is intently listening but I also think that he is trying not to say something. He wants to say something but he is hushing himself.
What exactly is skeptical about the eyebrows?

Don't see the skepticism either.. plus as far as I remember the interlacing of fingers is a frustration gesture (in steepling the fingertips touch), so maybe, combined with the hushing index finger, he is wanting to say something but is frustrated that he cannot. Don't know much context so just a wild theory.
My first impression was of defensiveness -- he's sitting way back, like he's checked out of the situation, and his arms are forming a kind of shield in front of himself. I agree that his brows are skeptical, and his pursed lips and slight squint look more like a poorly hidden defiant glare than the expression of someone who is actually receptive to what is being said.
