Your short text explains it well except perhaps when it comes to timing. Gaze shifting happens in a second or so but never more than few seconds (say, up to 4). The subject of attention in gaze shifting is always the same even though the person looks away. When someone shift gaze for more than a few seconds, it means the subject of attention has also shifted.
The dynamic of gaze shifting is well understood with your words, “come and get me if you want me“, where a bond has to be made with the desired person to be effective. For example, it wouldn't be effective at all when your subject of attention is not also attentive to you and your movements.
Suggestion: it would have been great to include a video rather than a picture. The dynamic in shifting gaze is interesting and beautiful to watch.
